The only times when type annotations may be required are when type constraints depend on types, meaning that the types have to be known before type inference. These are mod bindings, subsumption expressions (:), file exports (which are just a subsumption expression + mod binding under the hood), implicit coercion declarations, and newtype definitions (only if you want to use implicit coercions). Everything else is fully inferable.
